Transforming Recruitment for the UK's Armed Forces

The Situation

The Ministry of Defence runs one of the most complex recruitment operations in the UK public sector. Attracting, assessing and onboarding candidates across multiple armed forces branches — Army, Navy and Royal Air Force — involves a network of digital touchpoints, internal systems and human processes that have evolved over decades. As user expectations changed and digital standards rose, the MOD recognised that its recruitment services needed to be fundamentally rethought — not just updated, but redesigned around the people using them.

The Problem

The existing recruitment journey was fragmented. Candidates moving through the process encountered inconsistent experiences across different touchpoints, unclear guidance at critical decision points and friction that was causing drop-off at stages where motivated candidates should have been progressing. Internally, the teams managing recruitment lacked a consolidated, evidence-based picture of who their users were, what was working and where the service was failing them. Decisions were being made without the research foundation needed to justify them or the confidence that changes would actually improve outcomes.

What We Did

BlueBow was engaged to lead a programme of SC-cleared user research across the armed forces recruitment service. Working within the MOD's security environment and alongside internal teams, we conducted:

  • Contextual interviews with candidates at multiple stages of the recruitment journey — from initial awareness through to onboarding

  • Usability testing of existing digital touchpoints to identify friction, confusion and failure points

  • Stakeholder interviews with recruitment staff to understand the internal processes and constraints shaping the candidate experience

  • Research synthesis and affinity mapping to surface patterns, themes and prioritised user needs across the full journey

  • Ongoing research support embedded within the programme team — providing continuous insight to inform design and delivery decisions as the programme evolved

The engagement has been ongoing, reflecting the scale and complexity of the programme and the sustained research investment required to support transformation at this level.

The Outcome

The research has provided the MOD with a consolidated, evidence-based understanding of its recruitment users for the first time — giving the programme team the foundation to make design and investment decisions with confidence. Key outcomes include a comprehensive bank of user needs, journey maps covering the end-to-end candidate experience across all three armed forces branches, prioritised recommendations tied directly to design and system decisions, and a research framework that the internal team can continue to apply as the programme progresses.

The engagement remains active, with BlueBow continuing to provide research expertise at programme scale.
